Abstract
The Philippine Health Agenda 2016–2022 builds on the unfinished Millennium Development Goals and aligns with the Sustainable Development Goals to address persistent and emerging health challenges in the country. Despite economic progress, the Philippines continues to struggle with high maternal and child mortality, rising HIV incidence, tuberculosis burden, undernutrition, and recurrent outbreaks of infectious diseases. At the same time, non-communicable diseases, injuries, population aging, urbanization, and climate change have intensified the nation's health needs. Deep-seated health inequities—reflected in unequal access, outcomes, and resource distribution—remain a pervasive concern. The Agenda calls for stronger leadership, better governance, adequate and equitable financing, improved health workforce distribution, and robust service delivery networks. It emphasizes health system strengthening, multi-sectoral action on social determinants, public–private collaboration, and enhanced information systems. Overall, the framework seeks to achieve universal health care, reduce health inequities, and ensure accessible, high-quality, and sustainable health services for all Filipinos
